Position DescriptionReporting to the Oversight Governor, who chairs the Committee on Federal Reserve Bank Affairs (BAC), the director of the Board’s Division of Reserve Bank Operations and Payment Systems (RBOPS) is the Board’s senior officer responsible for oversight of the operations of the Federal Reserve Banks; supervision of systemically important financial market infrastructures (FMIs); issuance of U.S. currency; development of regulations and policies governing payment, clearing, and settlement systems; collaboration with other central banks and market regulators on international standards to promote the safety and efficiency of payment, clearance, and settlement systems globally; fostering, together with the Reserve Banks in their role as payments system operators, improvements to the speed, efficiency, and safety of the U.S. payments system; and research on payment and settlement matters. The director has leadership and management responsibility for an entire division and its annual budget. The director also provides strategic direction and leadership to the division’s officers and managers. The director is responsible for advancing the division’s mission and formulating and meeting the division’s annual priorities as determined in consultation with the division’s Oversight Governor.

Principal Duties And ResponsibilitiesThe following are the oversight responsibilities of the director:

Reserve Bank Oversight

• Leads RBOPS, under the direction of the BAC chair and on behalf of the Board of Governors, in managing the reputational, financial, and other risks that are associated with Federal Reserve operations. These include operations that are unique to central banks—for example operation of payment systems, central bank operations, and provision of services as fiscal agent to the U.S. Treasury—and operations that are common to all organizations—for example financial reporting, procurement, human capital management, and maintenance of physical infrastructure and facilities.
• Develops and implements Board policies governing Reserve Banks, as published in the Federal Reserve Administrative Manual (FRAM).
• Coordinates the annual external audit of the Reserve Banks’ financial statements and the preparation of quarterly and annual combined statements.
• Serves as Board liaison to Federal Reserve System leadership committees, providing the perspectives of Board staff and advising committee members on obtaining Board approval of actions and policies, where required.
• Oversees major technology and facility programs, per the Federal Reserve Administrative Manual (FRAM).
• Oversees the review of the Reserve Banks’ budgets and their presentation to the BAC and the Board for approval each year.
• Approves, under delegated authority, expenditures that have been designated as strategic
